50. Mode of Grant of mining lease or contract or permit.
(1)Save in the cases specifically mentioned under these rules and where such mineral concessions may be granted on application, all mining leases/ contracts/ permits shall be granted through a transparent process of inviting competitive bids/ open auction, as may be decided by the Government.(2)The Government may, in the interest of mineral conservation and scientific mining, pre-qualify the potential bidders, based on an objective assessment criteria determined upfront, by inviting Expressions of Interest through general public notice and restrict the bids among the pre-qualified bidders.
