(2)The allowance (if any) to be paid to the Chairman while absent on leave or deputation shall be such amount, not exceeding his salary, as may be fixed by the [State Government] :[Provided that, if the Chairman is a servant of the Government, the amount of such allowance of such allowance shall be such as he may be entitled to under the conditions of his service under] [Government] relating to transfer to foreign service.
