(1)No person other than a police officer of or above the rank of an Inspector of Police or an officer not below the rank of an Inspector of Police authorised in this behalf by the Central Government by notification in the Official Gazette, shall investigate any offence under this Act.(2)No prosecution for any offence punishable under this Act shall be instituted except with the previous sanction of the District Magistrate.
