Section 13(4) in Model Rules, 2011 under Bengal Ferries Act, 1885
(4)If the owner ,agent ,Navik or Manjhi fails to make application for the renewal of license for the boat within a month from the date of expiry of the license penal license fees at double the rate shall be charged .
