28. Making of first regulations and bye-laws.
- Notwithstanding anything contained in section 26 or section 31, the first regulations and the first bye-laws shall be made by the State Government and they shall continue in force till new regulations or bye-laws are made by the Board under the said sections and approved by the State Government.
