Section 10(4) in Tamil Nadu District Municipalities Building Rules, 1972
(4)Every person who constructs a building shall cause every pillar, piles, framework, beam and other construction carrying load in the building to be so designed and constructed as to withstand the combined dead load and the superimposed load.
