Section 10(3) in The Telecom Regulatory Authority of India (Contributory Provident Fund) Rules, 2003
(3)The President shall preside over at every meeting of the Board and in his absence, the Trustee shall elect one of the Trustees present to preside the said meeting, the person so elected shall have all the powers of the President at such meeting.
