Section 2(1)(i) in The Prohibition of Employment as Manual Scavengers and their Rehabilitation Rules, 2013

(i)"safety precautions" shall include, but not be limited to, the precautions referred to in rule 6 and are all steps necessary to reduce the risk to the person and to avoid contraction of diseases and injuries by the person engaged in cleaning of sewers and septic tanks due to exposure to sewage or any other material in any physical state (solid, liquid or gas) inside the sewers or septic tanks and while entering sewers or septic tanks.
