Section 4(1) in The Gujarat Professional Civil Engineers Act, 2006
(1)The President and the Vice-President of the Council shall be elected by the members of the Council other than co-opted members from amongst themselves:Provided that on the first constitution of the Council and until the President is elected, a member of the Council nominated by the State Government in this behalf shall discharge the functions of the President.
