Section 6(1) in The M.P. Cinemas (Regulation) Rules, 1972
(1)Without prejudice to the right of the licensing authority to refuse or to grant a cinema licence under Rules 101 and 102 the licensing authority may, with the previous permission of the Government grant a certificate to the applicant that there is no objection to the location of the cinema at the site notified by the applicant under Rule 3.
