Section 10(a) in Punjab Package Deal Properties (Disposal) Rules, 1976
(a)The eligibility of every applicant will be determined by the Tehsildar (Sales) or Naib-Tehsildar (Sales) by holding such enquiry as he may consider necessary and after affording the applicant reasonable opportunity to establish his claim.
