(4)Every lease under Sub-rule (2) or Sub-rule (3) shall expressly provide that the lease to be terminated at any time within the period of the lease without payment of compensation to the lessee, if in the opinion of the Council or of the Collector of the district it is necessary in the public interest to remove any structure erected on the land.
