59. Declaration of result.
- The returning officer shall then, subject to the provisions of rule 5 if an so far they apply to the particular case, and if he has been so empowered by the Director declare to be elected the candidate to whom the highest number of valid votes have been given, complete and certify the return of election in Form '17' and send signed copies thereof to the Director as soon as possible.
