(2)When the Commission has approved a draft licence either in its original form or in a modified form, the Secretary or any other Officer specified by the Commission, shall inform the applicant of such approval and of the form in which it is proposed to grant the licence and the conditions to be satisfied by the applicant including the fees to be paid for the grant of file licence.
