Section 521(c) in The Orissa Municipal Corporation Act, 2003
(c)shall, while engaged in the removal of any dust, ashes, refuse, rubbish or trade refuse, or of any excrementitious or polluted matter, fail to sweep forthwith and cleanse thoroughly the spot in any street upon which, during such removal, any portion thereof may fall, and entirely to remove the sweepings;
