Section 132(1) in The Himachal Pradesh Panchayati Raj Act, 1994
(1)Notwithstanding anything contained in this Act, but subject to any general or special order of the Government, where two-thirds of the total members of a Panchayat have been elected, the Panchayat shall be deemed to have been duly constituted under this Act.
