Section 9(3) in The Delhi Common Effluent Treatment Plants Rules, 2001
(3)At the expiration of the time mentioned in the notice issued under sub-rule (1), above, the appropriate authority, shall unless cause is shown previously by the CETP Society, publish notice thereof in the official Gazette, authorizing any non-government organization, local body or any such other authority as it may consider fit, to operate and maintain the CETP efficiently and effectively.
