Section 278(2) in Goa Building and Other Construction Workers' (Regulation of Employment and Conditions of Service) Rules, 2008
(2)If in the opinion of the Secretary of the Board or the officer authorised by him, the applicant is eligible for pension, he shall sanction pension and send the pension sanctioning order to the applicant:Provided that no application shall be rejected unless the applicant has been given an opportunity of being heard.
