4.
Each Department of Government, which has a cadre of Junior Engineers constituted under the Orissa Junior Engineers Cadre (Recruitment and Conditions of Service) Rules, 1972 and a cadre of Sub-Assistant Engineer shall on the date of commencement of these rules, have a cadre of Junior Engineers.
