Section 28(1) in The U.P. Apartment (Promotion Of Construction, Ownership And Maintenance) Act, 2010
(1)Nothing in Sections 25 and 26 of this Act shall apply, if the promoter is -(a)a local authority or any other statutory body constituted for the development of land or housing; or(b)a company or a body wholly owned or controlled, by the Government created for development of land or housing or promotion of industry.
