(3)In addition to the requirement under Sub-rule (1) the Collector, concerned shall also at the same time ensure the applicant executes a written agreement agreeing to such terms and conditions as he may be called upon at the time by the Commissioner to guarantee the manufacture and supply of the standard quality and quantity of methyl alcohol.
