Section 103(1) in The Orissa Town Planning and Improvement Trust Act, 1956
(1)Every such estimate, as sanctioned by the Planning authority shall be submitted to the State Government which may, at any time within one month after receipt of the same -(a)approve the estimate, or(b)disallow the estimate or portion thereof, and return the estimate to the Planning authority for amendment.
