The Secretary shall have power to sanction expenditure of miscellaneous and contingent nature up to an amount not exceeding Rs. 200 in each case. Expenditure in excess of this amount shall require the sanction of the President. In all other cases the secretary and the President shall exercise financial powers analogous to those delegated by the Government of India to "Head of Office", and "Head of Department" respectively. The powers beyond the scope of the Secretary and the President shall be exercised by the Executive Committee.
