Section 289A(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)Honorary commissions in the Special Duties List may be granted to Master Chief Petty Officers Class I and II, who are on active list and have rendered specially distinguished service. The awards may be anounced twice a year i.e. on the independence Day and the Republic Day. The total number of honorary commissioned officers on the active list of the Navy shall not however, exceed the number fixed by the Government from time to time.
