Section 956(a) in Rules under the United Provinces Excise Act, 1910
(a)In the case of an issue of an unopened bag or package under bond, the Excise Inspector in-charge, after satisfying himself that the withdrawal is authorized under the paragraph 990, shall in the presence of the contractor or his agent, ascertain by actual weighment the gross weight of and storage wastage on each bag or package,
