Section 20(2)(h) in The Orissa Municipal Corporation Act, 2003

(h)if the resolution is passed at the meeting supported by the requisite number of Corporators as specified in Sub-section (1) the Presiding Officer shall immediately forward the same in original alongwith the records of the proceedings to the Government who shall forthwith publish the resolution in accordance with the provisions of Subsection (1).
