Section 26(4)(a) in Periyar University Act, 1997

(a)The Syndicate may, for the purpose of consultation, invite any person having special knowledge or practical experience in any subject under consideration to attend to any meeting. Such person may speak in, and otherwise take part it, the proceedings of such meeting but shall not be entitled to vote.
