Section 120(b) in Police Regulations, Calcutta, 1968
(b)If any such accident is attended by serious injury to person or property notwithstanding that no person is killed thereby, in the suburbs the Magistrate empowered to hold inquests and in the town of Calcutta the Commissioner may enquire into the cause of the accident.
