Section 352(3) in The West Bengal Motor Vehicles Rules, 1989
(3)Any officer of the Transport Department of and above the rank of Motor Vehicles inspector shall exercise the powers under the provisions of sections 114, 130, 132, 134, 136, 158,200,201,203,204,206 and 207 of the Act :Provided that powers shall not be exercised by any officer of and below the rank of Additional Regional Transport Officer unless he is in uniform.
