(4)Any person who wilfully or without reasonable excuse disobeys any summons, requisition or order issued under sub-section (1) or sub-section (2) shall he punishable by the officer concerned with fine which may extend to live hundred rupees for each such default :Provided that no such fine shall be imposed without giving the party concerned an opportunity of being heard.
