Learned counsel for the State shall get instructions in the matter from respondent no. 2 as to whether the post of Accounts Clerk in the Treasury Office, which is a single post, was to be filled by way of promotion or by way of direct recruitment prior to 22.06.2013, as there is no clarity on this issue.
