(5D)On receipt of an application for the renewal of any permit under this section, the appropriate authority may subject to the other provisions of this Act-(i)in a case where the financier has refused to issue certificate applied for, after giving the applicant an opportunity of being heard, either renew, or refuse to renew, the permit;(ii)in any other case, renew the permit]-
