- The Upadhyaksha of the Zilla Panchayat shall,-(a)exercise the powers and perform the functions of the Adhyaksha, when he is absent on leave or is incapacitated from functioning [or when the office of Adhyaksha is vacant] [Inserted by Act 1 of 1997 w.e.f. 26.2.1997.] ; and(b)in the absence of the Adhyaksha [or when the office of Adhyaksha is vacant] [Inserted by Act 1 of 1997 w.e.f. 26.2.1997.] preside over the meetings of the Zilla Panchayat.
