Section 27(3) in The Harbour Craft Rules for the Port of Madras, 1935
(3)Half the fee prescribed by this rule shall be levided for the grant of a duplicate licence when it has been proved to the satisfaction of the Registering Officer that there is good and sufficient reason for such grant.
