(1)The Government may, after making such inquiry as it may deem fit, and having regard to the factors, mentioned in clauses (a), (b), (c), (d), (d) and (f) of sub-section (1) of section 3, by notification, declare its intention to specify any area to be a transitional area :Provided that no such declaration shall be made unless, -(i)the population of such area is five thousand or more but is less than fifteen thousand, and(ii)the revenue generated from tax and other sources exceeds such amount per capita per annum as may be specified by the Government by notification from time to time.
