Section 83(1) in The Haryana Canal and Drainage Rules, 1976
(1)Surrender of land by any landowner in lieu or part payment of the cost shall be acceptable only if the area to be surrendered is free from all enumberances and comes within the area to be acquired by the State Government or the execution of the scheme concerned.
