(11)Unless otherwise ordered by the Board, the Secretary shall also act as the Secretary of the committees constituted Under this Act or regulations made thereunder and shall be responsible for keeping the minutes of their meetings:Provided that he may authorise any officer of the Board to keep the minutes of the various committees.
