Section 14 in The Orissa Grama Panchayats Election Rules, 1965
14.
The Election Officer shall provide a ballot box which shall have arrangements so that ballot papers can be inserted through an opening without affecting the secrecy of voting and also cannot be removed without opening, breaking or otherwise tampering with the arrangements of the receptacle.
