(7)to take over for a period not exceeding twelve months the management of any college, institution or institute affiliated to, or recognized by the University, other than a Government College or institution, in order to ensure that proper standard of teaching, training or instruction is maintained therein:Provided that the University may, if it considers necessary so to do, extend such period so, however, that the aggregate period shall not exceed eighteen months;
