Section 19(3) in Orissa State Bar Council Rules, 1989
(3)When it is necessary to use a second ballot box the first box shall be closed, sealed and secured as provided in Sub-rule (2) before the second ballot box is put into use. The Polling Officer shall at the close of the Poll prepare an account of ballot papers in Form 'D' and enclose it in a cover with the word "Voting Paper Account" superscribed thereon.
