Section 65 in The Port Of New Mangalore Rules, 1976

65. Discharge of vessel's Cargo to be under the superintendence of master, owner or stevedore.

- The liabilities Cargo shall not be discharged from any vessel in the port except under the directions and superintendence on board such vessel of the master or owner of the vessel or of a stevedore licensed by the Conservator to perform such work in the port and such master, owner or stevedore shall be personally liable in respect of any loss or damage arising from the careless or improper slinging of goods on board such vessel and shall in every instance observe the following precautions namely-
(i)that the sling is laid out flat without turning or kinks before any goods are loaded therein; and
(ii)that after each sling has been made up and with the first strain on heaving up, the running loop is well beaten home with a wooden bar in order that the grip may be made secure.
