- The Municipality may, either on its own or through any other agency authorized by it in this behalf, as and when necessary, having regard to abutting land uses and traffic flow patterns, implement traffic engineering schemes to ensure public safety, conveniences and expeditious movement of traffic including pedestrian traffic.
