15. The finance Officer.
(1)The finance Officer shall be appointed by the State Government in such manner, on such emoluments and other conditions of service, and shall exercise such powers and perform such functions, as may be prescribed.(2)All contracts shall be entered into the signed by the Finance Officer on behalf of the University.
