Section 202(5) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(5)The number of promotions shall not exceed the number of vacancies in the sanctioned cadre of Lieutenant-Commanders; the sanctioned cadre of Lieutenant-Commanders for this purpose shall be reckoned as 25 per cent of the total sanctioned cadre of [Lieutenant-Commanders, Lieutenant and Sub-Lieutenant] [Substitued by S.R.O. 17-E, dated 5th July, 1967] in each Branch or such other percentages as may be fixed by the Government from time to time.
