(4)In deciding appeals under this section, the State Land Tribunal shall exercise all the powers and shall follow the same procedure to be followed by the Tribunal under subsection (4) of section 13, and may vary, alter, modify or set aside the order of such Tribunal or pass such other orders as it may deem fit.
