Any appeal to the Council against the refusal of the Registrar to register or to alter any entry in the register, shall be in the form of a memorandum and state the grounds on which registration is claimed and furnish the names of the qualifications and the dates on which they were obtained. On receipt of such appeal the Council may before deciding refer the same to the Executive Committee for enquiry and report.
