(1)The sanction to the erection of any work on either side of a new street may be refused by the Municipal Commissioner or the Executive Officer unless and until such new street has been leveled, and, in the opinion of the Municipal Commissioner or the Municipal Commissioner or the Executive Officer, wherever practicable, metalled or paved, drained, lighted and laid with a water main, to his satisfaction.
