Section 5(ii) in The Orissa Intensive Cultivation Scheme Loans Rules, 1951
(ii)The enquiry shall not be carried further than what is necessary with due regard to the security of the loan. If land is offered as security, care shall be taken to ascertain what encumbrances there are on it.
