Section 24(1) in The U.P. Ground Water (Engineers and Scientists) Service Rules, 1999
(1)Notwithstanding any provision in the Fundamental Rules to the contrary, a person on probation, if he is not already in permanent Government services, shall be allowed his first increment in the time scale when he has completed one year of satisfactory service, and second increment after two years' service when he has completed probationary period and is also confirmed.
