(3)When a vacancy occurs by resignation of a Chairman or any other member under sub-regulation (2) or otherwise, the Governing Council shall take steps to fill that vacancy by appointing suitable person and the Chairman or the other member, as the case may be, so appointed shall hold office for the remainder of the term of office of the Chairman or the other member in whose place he is appointed.
